Planning Committee Meeting Report

Report from the SMB Planning Committee Meeting held on Tuesday 24 August 2010 at 6.30 pm in the Village Centre.

 Those present: Chairman, Cllr Bridget Culley; Cllrs Katie Dixon, Sandra Grunsell, Ray Randall, Trevor Cousins and the Clerk, Derek Kane.

3.  Planning Applications to be considered: None

4. Trees – Notices of Intent:

a). T/00590/10/TCA - Rowe House, Gangbridge Lane, SMB - To fell two conifer and reduce conifer hedge by 25%.

Decision: No objection on the felling of two conifers. The committee wish to reserve judgement on conifer hedge reduction until they have made further enquiries/checks. The clerk advised the committee that he would need their view by Friday 27 August in order to meet BDBC deadlines.  This was noted by the committee.

b). T/00591/10/TCA — Wurrage, SMB - To reduce two poplar to approx 8-10ft.

Decision: No Objection

5. Advice of planning matters considered by BDBC:

a). BDB/72650/1 — Longhouse, Stoke Road, SMB, SP11 6EF —Erection of single storey front and first floor side extensions, erection of replacement pool changing room, alterations to existing garden wall, erection of pergola and works to courtyard area.

Decision: Granted on 4 August 2010.

b). BDB/72710 — Rowe House, Gangbridge Lane, SMB, SP11 6EP — Insertion of 3 no. dormer windows to front elevation.

Decision: Refused on 9 August 2010.

Reasons: The proposed dormer windows would result in inappropriate forms of development that would exacerbate the height of the dwelling such that they would appear imposing and obtrusive within the surrounding street scene, to the detriment of the visual character and appearance of the surrounding Conservation Area and wider countryside and the North Wessex Downs Area of Outstanding Natural Beauty. As such, the proposed development would be contrary to Policies E1, E3 and E6 of the Basingstoke and Deane Borough Local Plan 1996-2011 and Appendix 13 of the Design and Sustainabililty Supplementary Planning Document.

c). BDB/72577 — Derrydown Farm, Derry Down, SMB, SP11 6BS — Internal and external alterations to annex building to main house including the construction of new dormer windows and chimney.

Decision: Refused on 12 August 2010.

Reasons: 1) The proposals by virtue of their scale, form and design would adversely harm the historic character of the curtilage listed building and would fail to preserve its contribution to the special architectural or historic interest of the listed building. As such the proposals would not comply with adopted policies and guidance, in particular Planning Policy Statement 5: Planning for the Historic Environment, and the associated English Heritage Historic Environment Practice Guide; and Policy E2 of the Basingstoke and Deane Borough Local Plan 1996-2011.

2) There is inadequate information to fully assess the impacts on biodiversity. Specifically, there is no bat survey or assessment of the building to be altered. The existing building, given its features and its location, may have the potential to support bat roosts, which could be adversely affected by the proposed work. All species of bat are protected in law and they are a material consideration in determining planning applications. Planning applications must be supported by adequate information to be able to assess the impacts on wildlife and biodiversity and to ensure that adequate mitigation is in place to address any impacts as stated in Policy E7 of the Adopted Local Plan. In the absence of this, the proposals fail to comply with Policy E7 of the Basingstoke and Deane Borough Local Plan 1996-2011 and are contrary to the guidance given by Planning Policy Statement 9 - Biodiversity and Geological Conservation.

7. Compliance – Updates:

a). Access to agricultural land.  No update since Full Council Meeting 8 June, minute item 8.8.1.

b). Binley Bottom. No update since Full Council Meeting 10 August minute item 7.7.2.

8. Other planning matters:

a).Further correspondence from a resident regarding BDB/72810 – Slade Bottom Farm. Comments noted.

b). (not on agenda): The clerk gave notice that a new application for Hillers Lodge, Stoke Lane, Stoke, SP11 0NY, BDB/73050, had been made and that this will be agenda’d and considered at the next full council meeting on 14 September 2010.

9. Other parish councils’ planning matters:

a). HBP PC - BDB/69802 — Lower Link Farm, Lower Link, SMB, SP11 6DB - Erection of 3 no. intake bays and 9 no. despatch bays and a storage area adjoining main building. Erection of agricultural and vehicle workshop following demolition of existing. Relocation of existing and provision of new plant and equipment; the provision of temporary construction compound; temporary relocation of crate wash room; and the implementation of a scheme of lighting and landscaping improvements.

Advice that this application is now going to the BDBC Development Control Committee on 2 September 2010 instead of 18 August 2010. Noted.

b). HBP PC – (decision with HCC) BDB/72988 — Land adjacent to Apsley Landfill site, Apsley Farm, west of Apsley Lane, Hurstbourne Priors — Request for Screening Opinion: proposed open window composting operations. Noted. 

10. Finance. Any items for payment that cannot keep until the Full Council meeting on 14 September 2010:

11. Other matters (not on agenda):

a). Highways standard proposed new signage proofs (to replace old/damaged signage) at Summerhaugh from BDBC for approval/comment. Broadly similar. Approved.

b). Community Right to Build - Consultation from HMG.  Councillors present felt that a response back to both HMG and HALC/NALC should be entered into by the council. Deadline: 31 August. Clerk to prepare council’s response based on ‘checks and balances’ in place, including normal planning consultation in terms of materials used and building methods, impact of profile of structure on environment and other environmental and infrastructure matters.

c). Concessionary Fares – Consultation from HCC. Councillors present felt that a response back to HCC should be entered into by the council. Deadline: 31 August. Clerk to prepare council’s response based on preferred retention of tokens system instead of bus passes as being more suitable for St Mary Bourne Parish communities.
