Special MeetingsVitacress Planning Application BDB/69802 - Meeting ReportReport from the ‘special open meeting’ of the St Mary Bourne Parish Council held on Tuesday December 9th 2008 to discuss Planning Application BDB/69802 – Lower Link Farm (Vitacress Salads Ltd) The Chairman, Cllr Bridget Culley, opened the meeting at 7 pm. Those Councillors present were: Ray Randall, Sandra Grunsell, Michael Widén, Alan Marsden, Daniel Culley, Colin Henderson, Fiona Foote and Margaret Corbett. The Clerk, Lorraine Cousins was also in attendance. 12 Members of the Public and 2 representatives from Vitacress were also in attendance. 1. Apologies for Absence - Non received 2. Declarations of Interests - Cllr Fiona Foote declared a personal interest and took no part in the discussions or vote. 3. The Chairman of the Parish Council, Cllr Bridget Culley summarised the application for the meeting. 4. Public Speaking - 6 members of the public addressed the meeting with their concerns that the proposed application would have a detrimental impact on the local environment. These concerns included - - An increase in heavy goods vehicle traffic
- Noise and lighting pollution
- Environmental impact to the river and surrounding AONB
Mr Mike Rushworth representing Vitacress was asked to address all concerns raised by members of the public. 5. After carefully considering all opinions expressed by the public and responses from Vitacress the Parish Council retired to consider the application. Following further discussions the Parish Council agreed by a majority decision (6 objections - 2 no objections) to object to the application on the grounds of - - Environmental impact on the surrounding AONB
- The risk of an increase in heavy goods vehicle traffic on rural roads
- Inadequate infrastructure to cope with any expansion at the site
